It was SEGA's Workstation PC Development Environment that evolved from the SEGA Saturn 🪐 Development Hardware, which was notoriously difficult to work with, because of the dual-CPU Architecture.

Dreamcast DevUnit reigned from 1997-2001, and is 28 years old.
