why steam has the refund policy it has now

Tbf the fact that users who buy games only ever get 2 weeks and 2 hours in itself should be sued because there's limit and that's not fair. If they invest the money in it there should not be one at all to begin with! On top of that why wasn't there a refund system before this, how would they not have it implemented before doesn't make sense to me, thousands of users wanted that way before it was implemented but the reason is clearly monetary. Steam didn't make it coz they didn't want they're customers to request money back after they've payed and that's a criminal offense...
