If I were you I would look on EBay, they have great prices for camcorders that record in 720p60. Older Sony Bloggie camcorders can be bought for around $20-40.

my parents bought a pretty nice handycam that can record up to 1080p 60fps interlaced (I believe) plus a 32gb sd card but they never really used it due to... well, smartphone cameras. 60fps is the shit, and good luck getting a decent camera/camcorder!

I forgot to add that the 32GB card that is already in the Standard Definition camera is about to run out of space because it has all of our pictures on it starting from 2010... Ouch.
