Here is one way to add rain to your source 2 levels. don't think this is the ONLY way to do it, there are so many options when it comes to particle systems and ways of implementing them. (and lets hope sandbox will add func_precipitation support) You can get super detailed and add crazy splash effects, ground fog, stuff like that. Ill cover sounds in a later video because its a VERY complex topic that needs its own video.
