They had this election thing to see who would be new owner of the discord, and the guy who won just bans people because he feels like it, differing opinions, ironic memes, etc.

I don't think that you must have a lot of subscribers to become a partner, but I'm pretty sure that you need to be a dedicated user on the site. After you apply, you have to wait. If they don't accept you in like a month, do not think that they rejected you. They can accept you at anytime.
