It was a two episode OVA from 1996 based on an obscure manga series.

I'll have to think about that one. There are a lot of obscure anime that I've watched with girls that are severely overlooked in my opinion. And that's not including the ones from obscure Japanese games as well.

I've seen that episode. The scene actually happened because of one of Pikachu's attacks, but Porygon gets the blame just because it was in its episode...
