ya need to use Sony Vegas for this, in the render options, choose WMV, expand the options, choose an option and click customize template.
from there, you click on the bit rate tab, and then you can choose a bitrate. uncheck whatever is checked, and then you can either check "28.8 kbps Modem" or "Internet 56 kbps Modem".
and then click OK.
now you're ready to render.
