A girl who drowned in a particularly powerful storm where her parents couldn't find her and assumed the worst. Finding it unfair to her, she concocted a plan to drown all of Gensokyo, so everyone can be like her. A child's plan, however, surely won't go unnoticed by the shrine maiden.
