While I've heard this a lot, I never knew that it was from the installation process of XP. Microsoft needs to add installation process music again.

Also for some reason, this reminds me of Wii mod installation music tracks.

According to Stan LePard, the composer of this, it came from Internet Explorer 3 Starter Kit, which I think was released in 1996.
