EAS Weekly Test - IPAWSCAP Test (Mock)

Looks like some cable provider didn't get the memo that IPAWS tests shouldn't be relayed publicly. That or their EAS Encoder messed up.

There shouldn't be a voice during weekly tests, but I decided to add one anyway (simulating a DASDEC encoder/decoder)
