@Aaronshy No? He's just a random ghoul who eats people, there has been people ALL over the wasteland from the east coast to the west coast who have gone cannibal. Besides those rednecks are from Point Lookout Maryland which is quite far from the capital wasteland, being a couple weeks journey by boat. Some people just like eating people.

@Cor955 But the ghoul there used a gun which means he's got a human mind and you never see the father of the rednecks. What if the father ran off to the capital wasteland where he became a ghoul having already been eating people? It would certainly make for quite the lore. And by ran off I mean took the boat.
